Become a member of the Health Research Consent Declaration Committee (HRCDC)
The Health Research Consent Declaration Committee (HRCDC) was established under the Health Research Regulations (S.I. 314 of 2018 and as amended S.I 188 of 2019 and S.I. 18 of 2021).
The Committee is appointed by the Minister of Health and makes consensus-based decisions in the interest of patients and the public regarding the use of personal data without explicit consent from the individuals whose data are being used for health research purposes.
Where there are is a public interest for conducting the research, that outweighs the public interest in requiring explicit consent from the research participant, the Committee may make a consent declaration, allowing the research study to progress.

Development of Ireland's National Cancer Research Plan
The National Cancer Control Programme (NCCP) and National Cancer Research Group (NCRG) are developing Ireland’s first National Cancer Research Plan covering the period 2026-2036. This survey seeks to gather perspectives from cancer researchers, clinicians, policy-makers, patient advocates, and other stakeholders to inform strategic priorities, governance structures, infrastructure needs, and implementation approaches. The plan aims to ensure cancer research in Ireland is well-coordinated, grounded in evidence, and built around the needs of patients and the public.
The survey is also open to adults with experience and interest in cancer research in Ireland, including, patients, carers, and members of the public and takes approximately 15-20 minutes to complete.
